Bowring's despatch transmitting the Emigration Ordinance to Council, and that in order to exempt Vessels carrying Emigrants to Ports in the Straits Settlements, it was proposed to exclude Vessels on a voyage of not more than 14 days. We acquiesced. The Attorney General now argues, first, that the local legislature have no authority to make the proposed alteration in the Law, and that the alteration, if made, would not have the desired effect.
